Family Resource and Youth Services Centers (FRYSCs) are located in all of the district’s four schools. Each center works to meet the needs of both students and families through programs, partnerships, and referrals inside and outside the school. FRYSCs focus on removing barriers to learning so all students can become academically proficient. Each center receives guidance from an advisory council and is strengthened and supported by community partnerships.
FRYSC Mission
The mission of the statewide Family Resource and Youth Services Center (FRYSC) Program, established by the Kentucky Education Reform Act (KERA) of 1990, is to enhance students’ abilities to succeed in school by developing and sustaining partnerships that promote the following:
Early learning and successful transition into school
Academic achievement and well-being
Graduation and transition into adult life
Core Components
Core components are mandated in legislation (KRS 156.496). Senate Bill 192 was passed unanimously by both chambers of the Kentucky General Assembly and was signed into law by Governor Steve Beshear on April 15, 2008.
Family Resource Center – Target Population: Families & children ages birth through 6th grade
Family Resource Center (FRC) core components include the following:
Full-time preschool childcare for children 2 and 3 years of age
After-school childcare for children ages 4 through 12, with the childcare being full-time during the summer and on other days when school is not in session
Families in Training, which shall consist of an integrated approach to home visits, group meetings, and monitoring child development for new and expectant parents
Family literacy services as described in KRS 158.360 or a similar program designed to provide opportunities for parents and children to learn together and promote lifelong learning
Health services or referrals to health services, or both
Youth Services Center – Target Population: Families & youth in middle school through transition to early adulthood
Youth Services Center (YSC) core components include the following:
Referrals to health and social services
Career exploration and development
Summer and part-time job development for high school students
Substance abuse education and counseling
Family crisis and mental health counseling
